This layout allows touch typists to write directly in ROT13, skipping bothersome conversions. It's very convenient for Usenet regulars.
As its name implies, this layout is identical to the regular US English one, except for the key difference: the A-Z keys will output the characters M-ZA-N.
This is the US English ROT13 layout:

Note: no AltGr-based keystrokes are used, just like in the original layout.
This layout can be installed on Windows operating systems (2000, XP, Server 2003 and Vista) using the US English ROT13 layout installer.
