Keyboard layouts for Windows: latin american rkgraqvqb.

This layout (which would be called "rkgraqrq" in english) allows touch typists to write directly in ROT13, skipping bothersome conversions. It's very convenient for Usenet regulars.

As its name implies, this layout is identical to the latin american extended layout, except for the following differences:

• The A-Z keys will output the characters M-ZA-N (the Ñ key is not modified).
• ALL the dead keys (belonging to diacritics or otherwise) are deactivated.
